[Houston Council Member Tiffany Thomas Castex Tatum] HOUSTON, TX – Council Member Tiffany D. Thomas, District F and Chair of the Housing and Affordability Committee is partnering with Mayor Pro Tem Martha Castex-Tatum, District K and Chair of the Economic Development Committee, to host two community meetings on the proposed Apartment Inspection Ordinance for tenants, landlords, property managers and stakeholders. Both meetings will be streamed on HTV if unable to attend in person, and meetings will be translated in Mandarin, Spanish, Urdu, Vietnamese.

The Apartment Inspection Ordinance has faced repeated delays—postponed in November and December due to concerns about enforceability, insufficient public input, and resistance from industry stakeholders. These delays have left thousands of Houstonians vulnerable to unsafe and unhealthy living conditions. In 2025, Houston had the highest occupancy rate of Texas cities at 89% while experiencing the shallowest drop in rents at 0.8% according to latest data from the Greater Houston Partnership.
