[Tiffany Thomas Apartment Inspection Ordinance] With the City of Houston not only facing a homelessness crisis, but what many people are calling a “slum lord crisis”, the newly implemented apartment inspection ordinance spearheaded by Houston Councilmember Tiffany Thomas is looking to reverse that trend. For decades Houston residents went unheard when it came to the deplorable living condition in a significant number of Houston apartments, from infestation of rats and roaches, to the failure of landlords to fix and/or make essential repairs in a reasonable amount of time, to outright retaliation many renters in Houston would face if they complained or made reports to the city about their living conditions.
While many landlords cited tenants as the source of some problems, they were severely overshadowed by tenants who had horror stories about the apartment complex that they lived in. One apartment complex by the name of Cullen Park Apartments located in the Sunnyside neighborhood has a rat infestation so bad, that the rats were highly visible in the daytime by random citizens and tenants of the apartment complex. One of the biggest reasons why many apartment complexes have become associated with owners now Slum Lords is because a large portion of what are now considered “high risk apartment complexes” don’t even live in Houston and thus are unable to be held accountable for the adverse conditions that their tenants are living in.
The inspection ordinance created and now law pushed by Councilwoman Tiffany Thomas will not only put high risk apartment complexes on notice and other apartments complexes to be added onto the list if enough complaints come in, but it will allow for the owners of these apartments to founder and if they fail to fix their issues and receive enough fines those apartment complex can lose their certificate of occupancy essentially shutting the operation of the apartment complexes down. The newly approved measure addresses long-standing safety concerns by establishing a mandatory, proactive inspection framework. This replaces the previous complaint-based system, ensuring that thousands of Houstonians are no longer forced to live in substandard conditions while waiting for sluggish enforcement.
